Sharon Spillman

Associate Director, Texas State Initiatives
Sharon Spillman is an Associate Director for the State Initiatives programs for the Workforce Solutions – Early Education Quality Services at the Children’s Learning Institute (CLI). Ms. Spillman is a tenured senior non-profit leader and early childhood education professional with more than 25 years’ experience in strategic design, administration, and implementation of research-based early childhood programs across a 13-county Gulf Coast region.
Ms. Spillman’s expertise includes proficiency in establishing and navigating collaborative, multi-agency partnerships and compliance with multiple federal grant and donor funding requirements. She has proven experience in designing and implementing advanced metrics and program evaluation models.
With a passion for supporting the career development of the early childhood workforce and addressing workforce inequities, Ms. Spillman is driven by the need to have a positive impact on the long-term educational outcomes of young children in vulnerable communities.
Ms. Spillman has a Doctorate in Education, with an emphasis in Early Childhood Education from the University of Houston, Master of Education, Curriculum and Instruction, with an emphasis in Early Childhood Education from the University of Houston and a Bachelor of Science in Health Education from the University of Houston.
